Are Ethical Standards Established for Civil Servants Outside of Working Hours?
Last updated: 2026-10-09
Are ethical requirements established for civil servants outside of working hours?
During off-duty hours, civil servants are required to strictly comply with generally accepted moral and ethical standards and refrain from conduct and actions contradictory to them.
In particular, they are required to:
- Refrain from extravagance, vanity, factionalism, revelry, alcohol abuse, and other negative vices;
- Refrain from accepting valuable gifts from persons associated with the performance of official duties;
- Not use official motor vehicles outside of official duties for personal or other unauthorized purposes;
- Not engage in entrepreneurial or other gainful activities (except for pedagogical, scientific, and creative activities);
- Not use official service identification for personal gain;
- Not discuss work-related information in the presence of third parties who are not involved in official duties;
- Adhere to established regulations when using personal vehicles and strictly abide by traffic safety rules.
Failure by civil servants to comply with the Code of Ethics serves as grounds for applying ethical and disciplinary actions against them.
